Abstract
California's current regulatory structure has not successfully created a path for legal sales that can improve product safety, reduce use by minors, and create an open and taxable market. An estimated 73% of sales are transactions in the shadows. Incarceration and police action is not the solution. This panel of pioneers, advocates, regulators, and policymakers will hash out needs and solutions for California to truly lead the nation in legal cannabis sales.
